Congressional Research Service Report on Impact of Rothe Decision

The Congressional Research Service has prepared and filed opinions and comments on the Rothe decision that enjoined DoD's minority preferences.  The documents discusses the legal basis for the decision and also discusses its possible impact on SBA's 8(a) program and the new Women Owned Businesses contract support and preferences.  You can read the entire CRS report here.
